Four lines decide how you get there

The towns we serve all sit on one of four lines. Carroll County is cut east to west by U.S. 58 and U.S. 221 and north to south by U.S. 52 and Interstate 77. Add the Blue Ridge Parkway across the southern part of the county and the New River with its old rail bed, and you have the map that decides what it takes to reach a parcel here.

Interstate 77 is the north to south line. The county's comprehensive plan names four interchanges inside Carroll County: Exit 1, Exit 8 at Fancy Gap, Exit 14 at the Carroll County Industrial Park and Exit 19 at Wildwood Commerce Park. Galax is about nine miles west of Exit 14 on U.S. Highway 58. Two of the four have a county water system built around them, the Fancy Gap system at Exit 8 and the Industrial Park system at Exit 14, which is a large part of why interstate ground here reads differently from ground two miles off it. The same plan, citing VDOT's numbers for 2021, puts traffic through the county at an average of 34,500 vehicles a day.

U.S. 58 and U.S. 221 are the east to west line, and they run together between Galax and Hillsville. The county's plan calls that stretch a near continuous commercial corridor, and Interstate 77 crosses it at the western corner of Hillsville. Woodlawn sits on it.

The Blue Ridge Parkway is the southern edge. The county's plan puts it through the southern part of Carroll County, and what is up there is already written down in the Carroll County guide.

The New River is the fourth line. New River Trail State Park follows it on an old rail bed, and the park's own entrance directions read like this page: one entrance in Galax, one at Cliffview in Carroll County just north of the city, one at Chestnut Yard with a Woodlawn address, and one on Store Hill Road in Austinville. Jurisdiction

What actually changes at a town line

In this footprint the word town usually means a named place, not a separate government. Hillsville is the county seat and an incorporated town, with its own corporate limits. Galax is not in a county at all: it is an independent city, incorporated in 1953 as a jurisdiction separate from both adjoining county governments. Woodlawn and Austinville are unincorporated communities. That is not trivia. It decides which office reads your plat, which crew maintains the road out front, and whose water main runs past the property.

Inside Galax the city runs the whole stack: its own zoning ordinance, its own building official, its own water and wastewater plants, and its own streets, which the city maintains with partial funding from the Virginia Department of Transportation. Step across into Carroll County and there is no county zoning ordinance at all. What governs a division of land there is the county's Subdivision of Land ordinance, which says on its face that it applies to land not within the jurisdiction of incorporated municipalities. Inside the Hillsville town limits it is a third rulebook again: the town bills its own water and sewer and keeps its own zoning administrator. Public water is a system question here, not a county question. The Carroll County Public Service Authority runs eight named systems rather than county-wide service, Woodlawn, Fancy Gap, Cana and the Industrial Park system at Exit 14 among them, and the county's plan says rural areas generally rely on well and septic. Sewer crosses the jurisdiction line in both directions: what the county collects at Exit 14, Fancy Gap and Hillsville East is pumped to the Town of Hillsville, while Woodlawn, Exit 19 and the Route 58 area are pumped to the City of Galax. A town name on an envelope tells you none of that. The main does.

What each town is known for

The cards below carry every town page on the site. Each one has its own map, the office that matters most in that place, and its own active listings or an honest empty state when there are none. Here is the short version of what kind of ground each one is known for.

Hillsville, the county seat

The seat of Carroll County government sits near the geographic center of the county, at the point where Interstate 77 crosses U.S. 58 on the town's western corner. Of the four places on this list it is the only incorporated town, so inside the corporate line there is a town utility and a town zoning administrator, and a step outside it the county's rules take over. The county offices a landowner actually deals with sit together in the government complex on Pine Street here, which is why the county seat matters to people who never intend to live in it. Austinville, on the New River

Start with the correction, because it costs people money. The village of Austinville is in southeastern Wythe County, not Carroll County. Its 24312 mailing area then reaches south across the county line, and close to seventy percent of that ZIP's land is in Carroll County, so an Austinville address on its own tells you very little about which county will read your plat. What is certain is the river. Austinville sits on the New River, it is one of the New River Trail's access points with a boat ramp and trailer parking, and the regional plant that treats New River water for Wythe County, Carroll County and the Town of Wytheville stands there. Galax, an independent city

Galax is on this list precisely because it is not a town. It is an independent city of about 8.2 square miles that belongs to no county, so the zoning, the permits, the assessment and the utilities are all its own, and it sells water out into Carroll and Grayson counties as well. The constraints a buyer meets inside the line are grade and water: steep ground, and a 100-year floodplain that follows Chestnut Creek through the middle of the city. Woodlawn, on the 58 corridor

Farm ground on the U.S. 58 and 221 corridor between Hillsville and Galax. Woodlawn has both a county water system and a county sewer system named after it, and four miles south of 58 on Route 620 the farm ground gives way to the forested and open land of Crooked Creek Wildlife Management Area. How this list grows, and what it will not say

The footprint is wider than this index. We work Carroll, Grayson, Wythe, Pulaski, Montgomery and Floyd counties plus the City of Galax, so a road without a page yet is not a road outside the area. More towns get pages over time, one at a time. Ask about the road you have in mind, and Lowell reads the parcel the same way either way.

Two things you will not find on a town page here. The first is a description of the people who live in a place. We write ground, roads, water, facilities and offices, because that is what decides what a parcel can do and it is the part we can source. Why are there only a few town pages here?

Because each one is written from that place's own records: the county or city comprehensive plan, the public service authority, the state park and health department files, the register listings. That takes a while, and a town goes on this index when the page behind it is finished and checked, not when we start it. So the list is a record of finished pages rather than the edge of the map.

My mailing address says one town. Is that the jurisdiction that reads my plat?

Not necessarily, and around here that matters. The trail entrance at Cliffview carries a Galax mailing address and sits in Carroll County. An Austinville 24312 address can fall in Wythe County or in Carroll County depending on where the parcel is. The parcel record settles it. Carroll County's own map viewer says recorded plats and deeds are the authoritative source for acreage and ownership, so that is where we start.

What is the difference between a town, a city and a community on this list?

Hillsville is an incorporated town, with its own limits, its own water and sewer and its own zoning. Galax is an independent city, which in Virginia means it belongs to no county and runs its own permits, utilities and streets. Woodlawn and Austinville are unincorporated communities: real named places, but the county is the government that issues the permits. The label tells you who to call.
