The office

Three licensees at one address

Bowman Real Estate works out of one office at 107 Raintree Road in Hillsville. Three licensed people carry that name on this site: Lowell Bowman, who is the listing agent on the properties this office brings to market, and Stevie Bowman and Chelsea Painter, agents with the same office.

All three appear on the state record as real estate licensees with the firm named in the footer, and any of them can be found by name at the state's DPOR license lookup. Lowell's two license numbers are printed further down this page, and every license named here is a public record you can pull up yourself.

01

Lowell Bowman

Real estate salesperson with this office and the listing agent on its listings. He also holds a Virginia professional engineer license, which is the credential behind the way ground gets read here. Both license numbers are in the next section.

02

Stevie Bowman

Agent with the office. An active Virginia real estate license, held with this firm.

03

Chelsea Painter

Agent with the office. On the state record as a licensee of this branch, and in the multiple listing service under the same office number.

Virginia is specific about how a real estate office may advertise. Under 18VAC135-20-190, advertising is done in the name of the firm, which is why a licensed firm name and the office contact information sit at the foot of every page on this site.

The firm's licensed name must be clearly and legibly displayed on all advertising.

Bowman Real Estate is the name this office markets and lists under. The licensed firm of record is the one printed in the footer, and the regulation is the reason you see both.

The record

Lowell Bowman: two licenses, and what each one is for

Lowell holds two current Virginia licenses and they do different jobs. One lets him list and sell real estate. The other says a state board has examined his competence as an engineer and attested to it. Neither stands in for the other.

Where to check both
The DPOR license lookup, by name or by number

The first is a salesperson's license, which is the accurate word for it and the word this site uses: salesperson and listing agent, not principal broker. A salesperson is licensed with a firm rather than practicing on his own, and that firm is the one named in the footer. The second was first certified in 2011 and is current today. The Code says what stands behind the title.

"Professional engineer" means a person who is qualified to practice engineering by reason of his special knowledge and use of mathematical, physical and engineering sciences and the principles and methods of engineering analysis and design acquired by engineering education and experience, and whose competence has been attested by the Board through licensure as a professional engineer.

Va. Code 54.1-400

That definition is what sits behind the phrase you see elsewhere on this site. It is a credential Lowell reads ground with, and not a service sold from this address. What the read consists of, factor by factor, is laid out in the five things we read before we price land.

Other licenses turn up in the public record under his name, and none of them is current. A land surveyor license expired in 2025 and an auctioneer license expired back in 2008. This office does not offer either kind of work and does not describe him with either title.

On the development side

The one subdivision this office can point to by name

Reading somebody else's land is one thing. Putting your own money into a subdivision and carrying it through a town council is another, and the second one is on the public record too.

The project is Legacy Estates, off Cavalier Drive in Hillsville, developed with business partner Todd Griffin. The Carroll News reported that Hillsville Town Council approved it in late October of 2024, at 25 units over approximately 23 acres, and described it as the first major subdivision in Hillsville in nearly half a century.

That is the whole of what belongs on a website about it. The unit count, the acreage, the approval and the partner all come from that one article. What has been built so far, and what is available there today, is a question for Lowell rather than a claim published here.

The point of putting it on this page is not the project. It is that the person pricing your ground has also been the one waiting on an approval and finding out what a site actually costs. What that reading is worth on somebody else's tract is set out on the land development and feasibility page.

In practice

What more than agents means on an ordinary parcel

It means the walk over a parcel is also a walk through the county record, before a number goes on anything. Most of what decides whether ground can do the thing a buyer wants it to do is filed in a public office, and a buyer's engineer will pull the same file later in the deal. What gets read, and in what order, is worked through in the five things we read before we price land.

The line

What this office does not do

A credential is not an offer. Bowman Real Estate is a licensed real estate firm and nothing else, and the list below is work it does not take on, whoever asks and however convenient it would be.

Virginia writes that line into statute, and not gently. Va. Code 54.1-406 makes it actionable for a business that is not licensed to practice to advertise with those words in a way that indicates or implies it practices or offers to practice.

which advertises or promotes through the use of the words "architecture," "engineering," or "land surveying" or any modification or derivative thereof in its name or description of its business activity in a manner that indicates or implies that it practices or offers to practice architecture, engineering, or land surveying

Va. Code 54.1-406

So the phrasing on this site is deliberate. It describes a person who holds a license, and it never describes what the business sells. The practical version is shorter: Lowell will tell you what he sees, what the county record says, and which of those questions has to go to somebody who signs for the answer. Then he will tell you who to call.

That footprint is the working area rather than a marketing radius. What changes when you cross a county line, and which office you call on either side of it, is laid out on the six Southwest Virginia counties page. What this office has on the market at the moment is on the current listings page, and it is a short book on purpose.

If the question is what a piece of ground is worth, the first step costs nothing and commits you to nothing. What to send, and what comes back, is described on the free valuation page.

Questions

Good questions, straight answers.

Is Lowell Bowman a broker or a salesperson?

A salesperson, and that is the word this site uses for him. In Virginia a salesperson is licensed with a firm rather than practicing on his own, which is why a licensed firm name appears in the footer of every page here. His real estate license number is printed further up this page, and the state license lookup will confirm the status and the firm from a name alone.

How do I check these licenses for myself?

Every license named on this page is public. The Department of Professional and Occupational Regulation runs a lookup that searches by name or by number and returns the status, the expiry date and, for a real estate license, the firm the license is held with. Lowell's two records sit under two different boards, so search the surname on each one and read them side by side.

Who will I actually be dealing with?

Lowell is the listing agent on the properties this office is marketing now, and land and development questions reach him. Stevie Bowman and Chelsea Painter are agents with the same office, which works six counties and the City of Galax from one address in Hillsville. If you are not sure who to ask for, call the office number and say what the property is.

Why is there a different company name at the bottom of this page?

Because Virginia requires the licensed name. A real estate office advertises under the firm name on its license, and that name is not always the name a firm markets under. Bowman Real Estate is what this office markets and lists under. The licensed firm of record and the office contact information sit in the footer of every page, because the Real Estate Board's advertising rule requires the firm's licensed name on all advertising.
