How do I get a 911 address for vacant land?
In the southwest Virginia counties that put it in writing, a 911 address is tied to a structure or its building permit, not to bare land. Floyd County issues no address until a building permit issues and gives vacant property no number except cemeteries, and Grayson County requires an address for a new structure before its building permit. Elsewhere, ask the addressing office before counting on one.
In Grayson and Carroll the address goes into the permit file
Work backward from the footer inspection and the next moment is the building permit application. Two counties put the address there.
Grayson County's building permit checklist, revised 10/25/2021, lists what must be submitted with the application before permits can be obtained. One item is a 911 address for the proposed structure location, posted visible from the road. The checklist sends applicants to the 911 Coordinator's office in the Public Safety Building at 353 North Main Street, Galax, 276-236-5122, to have an address assigned for any new residential or commercial structure.
Carroll County's posted cover sheet for a new dwelling asks the question directly. If the project will require a 911 address, or the applicant is not sure, it says to contact the Twin County E-911 Commission at 276-236-5122, and it says evidence of approval from each agency involved is required before any building permit is issued. Nothing on that sheet says whether a parcel with no project gets a number, and the county's addressing ordinance is not quoted here, so that question goes to Twin County E-911.
The address is one line in a longer list. Grayson's checklist also calls for a VDOT entrance permit for a new building served by a new drive onto a Virginia secondary highway, which whether a driveway needs a VDOT permit covers, and the whole order of approvals is set out in the permits you need to build a house in Virginia.
What a parcel with nothing on it carries in the meantime
Until something is built, bare land is identified in the county record by its tax map number. That is not a 911 address, and in Floyd County the ordinance says plainly that vacant property with no structures gets no number.
The state numbering statute is written around buildings. Va. Code 15.2-2024 lets a locality require, by ordinance, that each building fronting on a right-of-way be numbered and the number displayed so it reads easily from the right-of-way. Road names are a separate power: Va. Code 15.2-2019 lets every locality name streets, roads and alleys, so a road can carry a name before anyone builds beside it.
In Floyd, a private drive gets its own E-9-1-1 street name once three or more residential or business structures use it, whether the drive is private or public. Where two numbered structures share a driveway there, the number is displayed at the driveway entrance and at the structure, part of the larger question of whether two parcels can share a driveway.
Where the rule ties the number to a structure, a vacant parcel without one is simply what the rule produces; the missing number is not a finding about whether the land can be built on. Electric service runs on its own track, set out in how to get power to raw land.
Which office to call before counting on a number
The addressing office changes at each county line, and for three localities one regional center sits in the middle of it.
The Twin County E-911 Regional Dispatch Center, in the Harold Snead Public Safety Building at 353 N Main St, Galax, is the 911 answering point for Carroll County, the City of Galax and Grayson County. A regional commission with two members each from Grayson, Carroll and Galax administers the service, and the City of Galax's E-911 page lists a Sign/Addressing Technician at (276) 236-5122, option 1, along with an item on requesting a new 911 address.

Which row applies turns on the parcel's jurisdiction, and the city line matters most: a parcel inside the city limits is a question for the City of Galax, and Galax VA real estate covers what changes at that line.

Can a barn or shed on vacant land get a 911 address?
In Floyd County, one on a permanent foundation can be considered. Floyd requires a 9-1-1 address on habitable structures, and a structure on a permanent foundation without a phone line is considered for a number at the Building Official's discretion when the owner requests one. Vacant property with no structures gets no number except cemeteries. No outbuilding rule from the other localities is quoted here, so ask the addressing office for the parcel's county.
Can a county fine an owner for not posting a house number?
It can if it has adopted an ordinance for it. Va. Code 15.2-2024 lets a locality require each building that fronts on a right-of-way to be numbered, with the number easily readable from the right-of-way, and allows a civil penalty of up to $100 for a violation not corrected within 15 days of notice. Whether a particular county has adopted that ordinance is a question for its addressing office.
Does a private drive get its own road name for 911?
In Floyd County it does once three or more residential or business structures use it, whether the drive is private or public. Virginia lets every locality name streets, roads and alleys under Va. Code 15.2-2019, and those names take precedence over other designations except certain primary highways. For a drive that serves fewer buildings, or one in another county, the addressing office for that locality decides whether a name is assigned.
