E911 address
An E911 address is the house number and road name a locality assigns to a structure so emergency responders can find it. It can differ from the mailing address, and some counties here require one before a building permit issues.

Floyd County puts the purpose of the number in a single line on its E911 page.
All habitable structures (residential, public, commercial, etc.) are required to have a 9-1-1 address, even if this will not be the mailing address.
Floyd County E911
That last clause is the heart of the term. A mailing address tells a carrier where to leave letters, and it may carry the name of a post office town whose ZIP code crosses a county line. An E911 address tells a dispatcher which road to send a truck down and which driveway to turn into. The two can match. They do not have to.
Road names are part of the address, and drives count. Floyd County gives an E-9-1-1 street name to any drive with three or more residential or business structures using it, whether the drive is a private or a public road. Where only two homes share a driveway, the question becomes where the numbers are posted, which is taken up in whether two parcels can share a driveway.
The authority behind all of this is local. The Code of Virginia lets every locality name its streets, roads and alleys, with those names taking precedence over other designations except certain primary highways. It also lets a locality require, by ordinance, that buildings facing a right-of-way display their numbers, and that ordinance may carry a civil penalty.
The office behind the number changes from one locality to the next. Carroll County, Grayson County and the City of Galax share one 911 answering point, the Twin County center in Galax; Wythe and Montgomery counties address through county offices, and Floyd's E911 page names its own. A step in the building permit sequence, earlier in some counties than others
On land that is changing hands here, the E911 address often surfaces when someone applies to build.
Grayson County's building permit checklist lists a 911 address for the proposed structure among the items required before permits can be obtained, and its 911 Coordinator's office assigns it. Carroll County's posted new-dwelling cover sheet sends applicants whose project needs an address to the Twin County E-911 Commission and wants evidence of each involved agency's approval before any building permit issues. Floyd County's page quotes section 62-53, under which the Building Official assigns numbers for buildings under construction at the footer inspection.
The order differs. Grayson puts the address ahead of the building permit, while Floyd issues one only after a permit has issued and gives vacant property with no structures no number, cemeteries excepted. The other offices' pages quoted here do not say whether bare land can be numbered.
