Do mountain homes sell in winter?

Short answer

They can, but no published figure says whether mountain homes in Carroll County and its neighboring Virginia counties sell more or less in winter. What winter changes is getting a buyer, an inspector and an appraiser up the road. VDOT says it clears state-maintained roads in priority order and that incorporated towns and cities clear their own streets, and its plowing statements do not address private roads.

Stand where the driveway meets the road and read the route number

Picture the bottom of the driveway on the morning a showing is set, with snow on the ground. The first thing to read is not the forecast. It is the small sign at the corner with the route number on it, because that number starts the chain back to whoever is supposed to clear the road.

The Virginia Department of Transportation describes its plowing order partly by that number. It clears interstates and most primary roads, which it says are generally numbered 1 through 599, first. Roads numbered 600 and up are secondary roads, and crews plow the major ones that serve vital emergency and public facilities or carry high traffic volumes. Other secondary roads and subdivision streets are treated if multiday storms hit, with crews focused on the roads that carry the most traffic.

Plowing generally begins when 2 inches or more of snow has accumulated on the road. VDOT puts a condition on that statement, though: a road is treated after the higher-priority roads only if it is a road VDOT maintains. Three answers

A state road, a town street and a private lane are cleared by different hands

Follow the road back from the drive and it turns out to be one of three kinds, and the answer to who clears it is different for each.

  • A state-maintained road. VDOT says it clears all state-maintained roads, and most of Carroll County's roads are managed and funded by VDOT and fall in its Salem District. Once the snow stops and the main roads are clear, VDOT says residential streets will be sanded or plowed.
  • A town or city street. VDOT says incorporated cities and towns clear their own streets. For a house inside the Town of Hillsville or the City of Galax, confirm who plows a particular street with the town or the city, or with the VDOT residency, rather than assuming.
  • A private road or shared drive. No VDOT statement read for this page covers private roads. Where a drive crosses someone else's land, the right to use it may rest on an easement, and who keeps it open in snow depends on the owners and whatever document binds them.

The third case is the one VDOT's statements leave out. Who is responsible for a private road, and under what kind of agreement, is its own question in who maintains a private road. For a winter sale, the useful thing is to know the answer before the first snow showing, not during it.

When the truck comes

A single plowed lane, and the dead ends that wait longest

Even a road VDOT maintains does not come back to bare pavement the moment the plow passes. VDOT describes what it aims for in neighborhoods, and it is a narrower road than the one a buyer drove in July.

VDOT says that lane can be snow-packed or icy, and that cul-de-sacs and pipestems carrying very low traffic volumes are generally treated last. A mountain home at the end of a lightly used cul-de-sac or pipestem sits toward the back of that order, and that is only if VDOT maintains the road at all.

That matters for more than the buyer's first visit. A winter sale can still involve an inspection, any appraisal a lender orders and a final walk-through, and each of those means someone driving up the same road. Whether a date in a purchase contract moves for snow depends on the contract's wording, and that is a question for the parties' attorneys.

Carroll County's 2024 comprehensive plan records snowfall and slope in the same document, and together they explain why winter access is a question here at all.

Those are the plan's countywide figures, not a promise about any one winter or any one lot. What they describe is a county where a good share of the ground is steep and snow is a normal part of the year. The slope and grade of the last stretch of a driveway can decide whether a car that reached the bottom reaches the house, which is a question about the ground and not about the market.

Check the Parkway that morning, and expect no winter sales statistic

Some showing routes in these counties use the Blue Ridge Parkway, and the Parkway runs on its own schedule.

The National Park Service says weather, road construction and maintenance projects, and emergency events may cause temporary road closures along the Parkway. Its road status page is a dated snapshot, and the Park Service says the status can change throughout the day after the page is updated. The page lists the road in segments; in Virginia, the one from milepost 200.1 to 202.1 includes the I-77 crossing. A route planned around the Parkway needs that page read on the morning of the showing, not the night before.

The last thing to check is the one people ask about first: whether winter is a good or bad time to sell. No published winter or seasonal analysis of home sales exists for these counties. Virginia REALTORS posts monthly home sales and median sales prices by county and city, but those are raw monthly series, and this page computes no winter pattern from them.
