Mabry Mill and the milepost address

The National Park Service locates Mabry Mill at Blue Ridge Parkway Milepost 176, near the village of Meadows of Dan and 3 miles from it, with U.S. Route 58 and Virginia Route 8 as the closest main access roads. NPS places the mill in Virginia's Plateau district.

The Parkway runs 469 miles, from Milepost 0 near Waynesboro, Virginia, to Milepost 469 near Cherokee, North Carolina, and NPS uses its milepost markers as addresses. A milepost locates a spot on the road. It does not name a county. Floyd County's comprehensive plan says Mabry Mill is in Floyd County, while the NPS pages name no county at all. With the two sources apart, no county is printed for the mill here, and a mill 3 miles from a village does not move the village in either direction.

The Crooked Road through the village

Patrick County's plan runs The Crooked Road into the county from Floyd and through Meadows of Dan on its way into Carroll County.

A driver following the route crosses from Floyd into Patrick and on into Carroll, which is exactly how a village in one county ends up described in the same breath as two others. When a tract near the Patrick, Floyd or Carroll line needs its county settled

The county of a village and the county of a parcel are different questions. Near a county line, a landmark, a milepost or a mailing address can each point the wrong way, and the parcel's own records are what settle it.

  1. The recorded deed. A deed is recorded in the county or city where the land lies, so the county whose clerk recorded the conveyance is the first place to look.
  2. The recorded plat. Where the question is which side of a line the ground falls on, a surveyed plat is the document to read, and a surveyor sets that line.
  3. The county itself. The commissioner of the revenue or the planning office of the county you believe holds the parcel can confirm whether that county assesses and regulates the ground.

Some rules do not change at a county line at all. In Virginia every wetland delineation follows the U.S. Army Corps of Engineers' 1987 Wetland Delineation Manual and its approved regional supplements, whichever county the wet ground lies in. The voluntary riparian buffer practice in DCR's agricultural cost-share program is a statewide specification too, calling for a wooded strip at least 35 feet from the edge of the stream bank and not more than 100 feet.
